Reasons for non inclusion in the LSH hardback archives ?

Whilst trawling through my LSH collection and comparing it to the reprints in the LSH hardback archives, I was quite surprised to find a number of glaring omissions in the archive versions.

 

Ok, some of the early credited appearances might have been imaginary stories (World's Finest 172 and Lois Lane 47) a 1 panel non speaking appearance (Jimmy Olsen 117) a flashback (Action Comics 365) or a 1 panel only speaking appearance (Lois Lane 56).

 

But other early appearances that have been "missed out" were either central to the plot or more than just a cameo.

 

Jimmy Olsen 100

World's Finest 168

Action Comics 319 (in the Supergirl back-up story)

Lois Lane 50

Action Comics 288 (Mon-El in the Supergirl back-up story).

 

Any particular reasons why DC chose not to reprint these in the archives ??
