non specific modern grading question...some insight por favor!

so I'm very new to comics...and even newer yet over here (thank god I stumbled into this forum...you guys rock :headbang: ). anyhow...most books I get, for example revival #1 reg cover, look very clean to me but a number I have seen have a tiny spur on either the top or bottom binder side corner. how bad does this affect grading and is this super serious to pre screen out? also...is 30%ish a high or low idea as to what generally constitutes a 9.8 out of say a stack of 100 random release day comics? any help greatly appreciated and thank you in advance!
