Question regarding Heritage shipping

Can anyone explain to me how Heritage combines shipping on multiple raw lots? If I were to buy 2 lots of 20 - 40 comics, how would the shipping be calculated. Here is what Heritage lists:

 

Comics - Unslabbed Set (20-40) $13.00 first item + $0.00 per additional item

Comics - Unslabbed Set (20-40) $13.00 first item + $3.90 per additional item

 

so would it be 16.99(13(first set and +3.90 second)

or is it 26.00(13+13)

 

Any help would be greatly appreciated.
