I'm confused. The first link you gave was to the Heritage Auction and the article link also referred to that auction.

 

 

Where did eBay come in?

 

As to the Heritage "Make Offer to Owner" setting, I can't remember where to change it, but I believe it's set for all or nothing on the items you buy. Though I've been wrong before.

Found it!

 

Under My Heritage select My Collection and choose, e.g., Comics. at that point, you'll get a page that explains how to setup or remove these "MOTO" messages.

 

You can opt out (the default is in) and you can change per item.

 

So, my belief is that the owner of the C&H simply hasn't opted out.
