Submitting books via "internet partners"

The information on this seems to be limited on CGC sight.

 

What are the advantages or disadvantages for sending a book through an internet partner? Is there any additional cost or fee for using an internet partner? Does the book go directly to CGC or does it first go to the internet partner? On completion is the book returned to the owner or is it first sent to the internet partner?

 

Is there any catch at all, and if not is there a particular internet partner that you recommend?
