I would suggest the drawing should take place after everyone pays, to prevent someone from getting later pick and then not paying.

 

I learned that the hard way playing fantasy football, collect the money before draft slots are assigned

I've had the "Treasurer" later on try to say not everyone paid when he was doling out the winnings, but never people not paying with draft slots! B@stards!

 

Luckily here, non-payers would be recommended for a Probation/HOS right? But Venom so I can't see that happening!
