Just bought a book and the invoice includes "import charges", wtf is this, are they now collecting customs charges in advance? (shrug) "This amount includes applicable custom duties, taxes, brokerage, and other fees. Exclusions apply. For additional information, see the Global Shipping Program"

You should go look up the Global Shipping Program. eBay rolled it out a few months ago. On listings where the seller is participating in the Global shipping prorgram, you can click on the shipping tab and then select your country. It tells the buyer right on the listing what it is going to cost to ship the book. The Seller is only responsible for getting the book to the USA shipping agent (here in the States). Then eBay/the shipping agent becomes responsible for getting the book to the buyer in the other country.

It was done I think to get more sellers to be willing to sell to other countries. Becaus more and more sellers were saying they would only sell/ship to USA addresses. Too many "package not received" scams. Global shipping program takes away that worry.
