Internal tear on otherwise pristine book?

I recently bought a book of ebay. I no longer have it in hand, as I sent it in for grading. I figured it couldn't do worse than a 9.6 or 9.8, as it really looked perfect. But, when I flipped through it, I did notice one of the pages had some tearing, like you typically see, I guess caused by "grippers" or some such during printing. Reading about grading online, I see that the highest a book can get with any internal tears (depending on who you ask) is 7.0. Is this true? Even if it looks brand spanking new, even with the tear? Again, it looks to be a printing issue, not something that could have occurred later. (The book just came out of a shrinkwrapped package, so it couldn't have been read.)
