The only concrete proof that could come would involve a chain that included the ISP (level3) and the phone company.

 

Level3, IF they log such things, could trace the account using the IP at the time identified. This, of course, is not sure-fire as the person doing it could claim someone stole their dial up account. The phone company, however, could establish if a dial up call had been made from the residence of the person to the ISP at that time, which would make it pretty certain that it was a person in that house.

 

Getting all of that to happen would take some determination and some legal work.

 

In the meantime, it would simply show who had been using the board account here. The ebay issue would have to be traced through ebay, who would have to follow the same route:

 

IP to ISP to Phone company or broadband provider, to residence.

 

And even then, IPs can be spoofed, so it's debatable.
