Did I Make too Low an Offer on GA books ?!?

On a tip I looked at some comics tonight. The comics were Action #19 VG, #21 FA, & a Planet Comics #1 G. I offered $700 for the 3. Was this too low? Should I offer more if my price is not accepted? Any thoughts would be appreciated!

I would have offered $1200 myself and considered it a sweet deal if my money had been accepted.
