Looks like ink transfer to me. A lot of Bronze/Copper Age books have this type of ink transfer.

I'm 99% sure it is production related.

 

Ink transfer from another book usually does not look like that.

Looks like ink, The web be rubbing up agains't a finger guard on the press or ink dripping on the web, no big deal. Save 'em!
