Phantom Lady NOT by Matt Baker?

One thing is for sure -- the interior art of PL and PL's appearances in All-Top are by many different artists, with little actually by Baker. But a lot of it is "good girl art" nonetheless. Perhaps self-consciously imitating Baker, as Jim V. suggests.

 

But I have to wonder how seriously anyone has examined this art when one PL story, "The Substitute Cinderella" (All-Top #15) is clearly signed by John Alton in the splash page. Alton isn't unknown -- he did some stories for EC in this period. And yet even the Grand Comics Database has "Matt Baker?" listed as artist. A ridiculous attribution, even as a guess -- Alton is the worst artist in this book.
