New labels and archival tape?

With the new labels coming out in July, how is archival tape going to be treated? Is it restoration or conservation? If a book with archival tape also has a certified signature (meaning it gets a yellow label), does that change things?*

 

(*I ask this because, in the case of a green label, if you get the book signed and switched to the yellow label, you can take a very major hit on the grade, because cgc won't combine a yellow label with a green label.)
