Bill Finger's Batman strip proofs

Knew I had some of these and just found them, or this one, anyway. Never did find out if these were really his, or not. Got them a long time ago. Anybody recognize the handwriting? Looks almost like they were Finger's but possibly someone aside from Finger himself wrote the "collection of Bill Finger" blurb on the proof.

 

These were in manila folders, newspaper proofs for an entire story in each folder with the title of the story on the tab. There is a color proof as well but it's brittle as hell.

Marc Tyler Nobleman is pretty much the go-to Bill Finger expert out there these days. Worth a shot to see if he recognizes the handwriting or can help track the provenance in some other way.
