Yes, agreed. I stumbled upon that earlier when I submitted my copy to CGC a few weeks ago.

 

Good ol' Foom #15 is the 1st appearance of, with full preview page and article of Captain Britain. Released before Captain Britain #1 magazine.

Exactly, If it was old news there would have been

a lot of eBay listings describing

it as the 1st Captain Britain appearance.

Not once, did a single listing ever say so.
