Variant interior

Hey all,

 

Just found a type of grading that isn't in the CGC glossary: "variant interior." I know the idea behind it, i.e. the comic book has a different interior, but who actually did that?

 

The one I'm looking at is this:

And another CGC'd Blazing Comics #5 has the same type of "variant interior" grading:

What's going on here? Why does a copy of Batman #108 have Blazing Comics #5 as a cover? Thanks in advance.

EDIT: This has been resolved-- looks like leftover copies in the 40's and 50's were bound with Blazing Comics #5 as a cover. Interesting. http://www.mycomicshop.com/search?TID=24115867
