Is this distributors ink, or.... ?

Can someone more knowledgeable tell me if this is a distributers ink mark, or if it is ballast ink (it was purchased in Europe). There's plenty online about comics being used as ballast on US ships, but not so much about the associated ink marks. How does it affect grading?
