The effect of small defects

Been grading a stack of bronze/copper books that are all in the NM range, but a few have this defect. Can this be considered production related, like gripper tear levels? If not, does this alone bring a book down to 9.2/9.4?

That defect will not grade over a 9.0 at best if all else is perfect but i see other printing defects such as the entire edge being ruff-cut. these look like "throw aways" from a case that was not stored well. The "stack" may have been sold for a low price because of this. It started as a major print defect and got way worse over time.. most likely moisture..not good bro.
