Marvel bought Malibu in the '90s, mainly to acquire their digital coloring process. If they own the rights to all of the Malibu characters, they may not feel they're important or interesting enough to bring back. It's my understanding that the revenue sharing or rights on the Ultraverse characters are particularly beneficial to the creators, so Marvel likely won't bring them back unless they can rework those deals.

Men In Black came out of Malibu (who owned Aircel) after Marvel acquired them
