Does Captain America 110 I found have color touch up?

Hey guys. I found a lovely Captain America #110 in the LCBS. I think it is a FN/VF copy maybe FN-. The issue is that when looking at the reflectivity, I noticed that there is a small round section of shading on the inside of the Hulk's knee that is a slightly different shade of black and has low reflectivity, unlike the rest of the book. I am assuming that this is a color touch up. It does not bleed through and i don't see any other spots on the book. Is there any way that I can tell for sure?

 

Also after pointing out the repair to the store, they marked it restored and dropped the price to $30.00 + my 20% discount. Sooo. At $24.00 is it worth it or should I just get a higher grade copy?
