Who was drawing Popeye in the 1990s-early 2000s?

A friend of mine had a Popeye sketch done for him in 2002, here in Italy, by an artist which – he says – he was quite aged.

He does not recall the name and the sketch signature is not easy to decipher… not to me anyway. If anyone can be of help that would be much appreciated.
