Now if you actually want to bump that thread and debate it OR provide something other than the vague reference you've shared above then by all means, have at it.

Overstreet lists batman 361 as the 1st appearance of Harvey Bullock. It notes that a Lt. (not detective) Bullock is mentioned in detective 441 but that no first name is mentioned so it is incorrect to say that dectective 441 is the first appearance of "Harvey" Bullock.
