No, there was a long series of Marvel Treasury Editions and Limited Collector's Editions from DC that were this size.

Oh! You want to know if CGC can grade it! No, they can't. They claim that they will start grading magazines sometime this year. We'll see.

If you meant can it be professionally graded by CGC? No, because of the size. They do not have any holders that will fit this size comic.

 

If you want to re-scan it so we can see the corners and edges, I am sure you'll get lotsa members that will be happy to let you know what they think of the condition. But, put it in the "grading" section. That's where we all look for stuff like that.
