1995 Marvels, overpower game card insert 0

Looking at a Web of Spiderman 129 and I see that the insert package contains 2 game cards and there is another insert with an entry or something to win more cards

The front cover says free "card" (not plural)

How many cards usually came with these?

My copy only has one card & some sort of entry/rules card on the other side of the book.

Thanks.  I guess I can retire now, I have the rare error variant that has 2 cards plus the rules/entry card.
