Looking for Clarification on Weird Western Tales #15

Does anyone have a copy of this book? I have a piece of art that I purchased and thought it was a splash page (pg1) I think in an auction..but looking at it today, it sure looks like page #16....trying to verify what it is.

Any help would be appreciated.
