How is this comic CGC Universal grade with trimmed cover?

Does anybody know how this comic is CGC Universal grade, blue label, with a trimmed cover? Last time I sent a comic into CGC with a trimmed cover, it came back purple label restored.

A quality control error. Pretty sure that should be in a purple label. Not the first time it has happened.
