SDCC CGC book label errors

After a couple of minor delays, my local retailer just received back all the comics they had signed during SDCC. This included a couple they did for me.

All the books have come back with plain yellow labels. No Stan Lee SS labels, no Walking Dead SS labels.

Has this happened to anyone else? Are there specific criteria for whether or not Stan Lee signed books receive the SS label (the one with his portrait and signature on it) instead of normal yellow labels? Should my retailer have paid an additional fee?

This is causing an issue because my local store sold signing slots to customers whilst advertising that the Stan Lee and Kirkman books would get the newer, specialist labels.

It's not an authentication issue either - the Stan Lee books all say "signed by Stan Lee", but the labels are just plain.

Can my retailer send the Stan Lee and Kirkman books back for cracking open and replacing the labels? Will this cost additional fees? (e.g. would CGC refund return postage costs under these circumstances?). 

I'm really surprised that this has happened, and don't know how the books got cleared with the CGC "dispatching officer" (i.e. the contact point at CGC that my store uses) without this error being noticed. It affects about three longboxes worth of Stan Lee CGCed books :o

Also, none of the comics say "signed at SDCC", they just show who signed it and a date. I've seen labels from other SDCC attendees that specifically mention SDCC.
