Given the age of the comic, the character of the comic and the availability- AF 15 all day.   

Hulk 181 in that grade is great, and would make any collection proud, but there are still many 181's in the wild that have not been slabbed yet.

AF#15 CGC 4.0 with the main reason 9.8s are volatile.

Both comics are winners though.
