I think you need a lot more weight and a lot more waiting time. I flattened an old Captain Marvel mini-comic, but it took over 4 months and it still isn't perfectly flat. 

I haven't tried it, but I don't think steam would be a good idea.

Most framers should have a hot press, so just take the page to whomever you get your stuff framed by and ask them to put your page in the hot press.  it'll take a couple of seconds and you should have a nice flat page.  just make sure they do minimal heat if you had glued on paste ups, or you'll have to re-attach those after they're done.

Some years ago I got some pages out of England that were mailed to me and they got wet and warped pretty badly, so once they were dry I flipped them over and wet them again with the spray bottle and ironed them out with a warm iron. Of course you have to have some type of padding in between and I believe that I used a cotton tablecloth that was folded over a few times. Then I put them under weights to help flatten them out again for a month or so and they turned out fine. They were oversized 60s pages and I thought what have I got to lose but I wouldn't exactly recommend anyone to do this. Frankly, I think I just got lucky.
