Tape is restoration? 0

i thought non-archival tape on a book didnt lead to  "restored" designation? 

this book that sold in the sales thread was in a PLOD dlab based on the tape.

is it because there was additional tape on the cover (over spiderman)? 

And why is that considered restoration vs just a condition defect?

The restoration is the pieces added, Tape is always noted on the label.
