What does "Confirmed Address" Mean in Paypal?

hey folks,

 

i think i understand the difference between a "Verified" user vs. an "Unverified" user is in paypal terminology - but how does one have a "Confirmed Address"?

 

why can an unverified user send money with a "confirmed" address? if the address has been confirmed, how can they still not be verified?

 

what's CRAZY is that as a canadian - though i'm verified (i.e. i put my CC number through paypal and returned that 4-digit-code confirming i receive the CC statement) - i can NEVER have a confirmed address simply because i'm international. this also means sellers i send money to are never protected under the paypal protection policy (whatever that is).

 

so is it more significant to be a verified user, or to have a confirmed address?
