I need to know if this is legitimate and how much it is worth.  I have heard the story about the eBay auction and need to know if this is the real deal.  Please advise

Super Fake.

The serial number doesn't pull up any data and the fonts are wrong on the page quality, serial number and grade. Something going on with the double CGC hologram as well.

The last 3 numbers on the CGC label designate the number that this particular book has within the submitted invoice (such as 001, 002, etc.) This detail alone immediately raises some serious concerns for me...

Please explain where it's being offered so all of us can be aware of a dealer, "collector" or scammer (or all of the above!) that needs to be avoided... or better yet pestered with question and ridicule!

There are 2 Blue Label Action 1 9.0's in existence.  Ayman Hariri owns them both, and I doubt he will ever part with them.

Looks like it was made in china. They have been making fake "rare" coins in fake slabs for years.
