Color & Black & White??

Why were early golden age books in color for the most part then would turn into black & white in the stories?? I heard it was because the companies couldn't afford to print in full color or was there another reason?? I love collecting these early comics & seeing it , it's the beginning of comics as we know them.

Jules Feiffer says in THE GREAT COMIC BOOK HEROES that some early comic book features were B/W so that people would think they were newspaper reprints, thus giving them a legitimacy that strips created just for comic books did not have at the time.
