OLD BLUE Label...will it still get a universal/Blue label today?

So I'm loolking at buying a big key low grade key in a 1.0. Anyhow the label indicates the following: "Cover re-attached with extra staples not manufacturing. Tape on cover and interior cover".

I'm not as concerned with tape and while a detached cover sucks...oh well. My problem is the extra staples. Is there a chance this results in a conserved grade or restored grade? Thanks in advance.

You should clarify if or why your having it regraded?  Was it graded before and then deslabbed?  Or do you just want to 'reholder' for a newer slab?  If you're just getting the reholder, nothing will change, there will be no regrade.

I wasn’t planning on having it regraded. Was just wondering if it were slabbed today would extra staples cause it to be anything other than a blue universal?
