I have two issues of WINGS COMICS with these binder holes punched in them. It does not appear to affect the story (see photo) as they hit the margins and the edge of the panel. Otherwise a very strong copy with chip out of back cover top and some soiling.

So please grade my Wings Comics 29. Is it a 0.5 due to the binder holes?

Binder punches are considered a significant defect, but do not make the book incomplete.  CGC has graded books with holes punched and otherwise VF/NM books with 2-3 hole punches on the edge of the book have received a blue 4.0 to 4.5.  Without the holes, this book is a 5.5, so with the holes...
