the large circular brown discoloration looks more like minor soiling.  Foxing looks more uniform and affects a larger area, while that discoloration is very focal.  Also, if that is foxing, it's heavy for a silver age book. 

Also, we need to see better scans of the front and back covers to give the most accurate grading opinion.  from what I can see:
