Is this tag normally above the copyright info on 1950's DC comics?? pic in post

Hi I just got some comics from the late 1950's and the ones from DC all have this tag (pictured below) above the copyright information. I noticed that some of the comics that were in the collection are reprints, like some EC reprints. I just wanted to make sure that the DC comics ones weren't reprints too. Thanks.

I dont kno wthe sequence of when that paragraph was inserted, and when it was taken out, or moved, but it as around for a long time. And I do not think Action 246 as ever reprinted.... then or since

That use to be on the back side of the front cover before they started putting it on the 1st page along with the issue number and the rest.

 

And I think MARVEL, Charlton's and others did the same.

 

Correct me if I'm wrong on this cause I'm doing this from memory.
