The plastic part you're seeing is known as a wedge.

Every book that the encapsulation department receives is evaluated to determine how to encapsulate it in the safest way for that particular book. This includes what size well and holder to use, and if the book is manufactured with an odd cut that doesn't fit on its own in our inner holder, it will also include the use of wedging. Wedges are very common practice with CGC. They are not harmful to the book, and are used to secure the book in the well to eliminate any sort of movement and therefore make the book more secure.
