Just a random thug. The villain in the book is the Joker in his third appearance.

Between these two comics, I’ve got an early Batman appearance, early Superman app., prime S&K art, a WWII era number one, numerous examples of DC’s artist stable (including Creig Flessel), The Sandman, Hourman, and the first appearance of a hero. They’re representing GA DC for me.
