File copy? 0

I recently submitted a Tales of Suspense 63 that was from the collection of Harlan Ellison. I submitted the signed COA from Ellison along with the paperwork from the original sale. I was surprised when CGC did not annotate this info and instead designated it as a “File Copy.”  I tried calling customer service about this and was only told the definition of a file copy. Can someone provide me with a better explanation?  Thanks!
