new star wars variant or error printing?

yeah! I have never seen this issue either! Even though it is a "foreign issue" It is written in English. The indicia points out though that it is a reprint... but i wonder if this issue was actually printed in the Phillipines, or by the presses here for distribution in the Phillipines? I would assume that it was printed over there., only because of the ads, and the cover seems to be of a sturdier paper...
