Superman 17 label 0

hello

i recently noticed that the label on superman 17 says it is a "Hitler and HIrohito cover."

the figure on the right is most clearly not Hirohito, but rather Tojo, who was the commander in chief of the japanese military during the war. On it's face, it's obvious as Tojo was bald, and Hirohito was not. Most other comics featuring them along with Mussolini have the correct attribution. has this been corrected or even pointed out before?
