Is the Superman Story in Look Magazine a reprint or Original?

My question to the Superman specialists here is if those two pages were reprinted from the Superman comics or were they original material? If this is common knowledge, my apologies ...

It seems to have be produced a few years earlier than the publication date.

Stalin joined the allies in 1941 after being attacked in June by Germany, and France had fallen to Germany by the fall of 1940.

 

This strip would seem to be from the around the spring of 1940 when France was first invaded, and Stalin still had a non-aggression pact with Hitler (which had allowed them to carve up Poland and the Baltic states).
