Loose inner well? 1 1

Recently, I've bought a lot of CGC slabbed comics that have a loose inner well. Meaning, when I rotate the slab slowly to the left or the right, the plastic inner well holding the comic slides a bit up or down. What's up with this? Right now, I have about 6 or 7 slabbed comics in my collection that have this. Can this damage the comic inside? The comic itself does not move, but the inner well containing the comic does. I'd appreciate if anyone could help me understand. THANKS!

I just received a comic I bought on ebay with the same issue. I assumed the inner well was attached to the label but I guess not. I can shake my book around inside the slab? I'll be calling CGC today to ask.
