Can a missing page be added back into the book and avoid restoration label?    I have a page that separate from spine.   Can it be re attached via archival tape for a blue label?   Or impossible?  Thanks for any info

The whole resto vs conserv thing is a gray area. But if we are to believe CGC's definition of conservation that includes "pieces reattached", then this should get a blue conserved label. What you have going for you is the page is not actually "missing" but more "detached" (a HUGE difference). Since it is part of the book originally, and if the reattach was done professionally, it should be perceived as being "re-attached" as opposed to "pieces added". But that is just my opinion based on what CGC defines.
