Living in Australia in the 80s you could not be too choosy looking through catalogs (remember them), Tear cvr and rust migration bottom staple

IMO this book would be a VG 4.0 (Spine Wear/Creasing/Stress Lines, Corner Creases, Minor Staple Tears, Rust Migration, etc.) without the cover tear, however, the loss of color on the cover due to the tear will IMO drop the grade at Minimum to a GD/VG 3.0 or GD+ 2.5.

You're probably looking at right around a 3.0.  Too bad about the tear and rust, might even be dealing with some slight moisture damage along the rusted staple and spine, but overall a great book with beautiful colors!
