CGC blue 5.0 0

There’s a Silver Age X-men #9 with a CGC blue label 5.0. On the label it says “1st wrap missing, affects story. Incomplete.”

I don’t see how this could possibly be a blue label 5.0. Does this mean someone messed with it?

When they initially made the character labels they could only make them with Blue labels.

Restored and Qualified books were noted on the label (like what you see here), but the label itself was blue. 

Some unscrupulous sellers started taking advantage of the Blue character labels and some "less than thorough" buyers were left disappointed.  

I believe CGC has corrected this, but some of these misfit labels are still out there.
