I’m a Relatively New eBay Seller and I believe A buyer may be attempting to Scam me. Advice?

A few days ago, FedEx dropped a neighbors overnight at my door. I was about to walk to FedEx, and a few minutes later he comes back -- having a bad day. So they do sometimes mess up in that sense, I don't know if sig was required or not. Too bad they don't take photos of every drop off. Amazon does a few times, but it's erratic. That would solve a lot of problems.

In fact, garbage services takes madatory photos now with a rig on the trucks (even though they screw up which photo goes to which house, when they try to overcharge). So it's not infeasible.
