One issue of trying to waterproof is if you attempt to seal the boxes or CGC cases you do not allow for off gassing.  Definitely wouldn't want to cause issues trying to prevent others. 

How many waterproof fire safe rusty staple stories have you heard?

I too vote for the CIS option.  Protect what you can as best you can, but insure.

Most fireproof containers are not suited to keep non precious metals and after long periods of time tend to cause decomposition in those materials.  

Staples are a non precious metal.

I would not keep them in there.
