your pretty close. it mean an artist layed out the page using basic break-downs and another artist came in and did the finished pencils or inks.

There's a great example in a Miller Daredevil issue (it opens with a Black Widow kicking splash page), where readers inquired as to what "breakdowns" were (Miller stopped doing the actual pencils later on in the series).

 

The editors posted a pic of what Frank submitted as a "breakdown" splash page for Klaus to finish.
